Meeting Minutes

All Parents Meeting

 

October 14, 2007

Attendance: All parents of HCCS.

 

Meeting Started 2:00pm and Adjured about 3:30pm, N220

 

  1. Yan Guo announced meeting start. Special thanks to Faye Chen, the former chair of PTA, for her hard work and contribution to HCCS, especially due to her effort, we had the first BOD election last year.

  

  1. Faye Chen said PTA needs more people and hope more parents could join PTA.

 

  1. Yan Guo briefly went through meeting agenda.

 

  1. Jie Zhang thanked Jeff Shang, Lixing Lao, Min Zhu and Faye Chen for their contribution to HCCS, briefly introduced HCCS, reviewed EC work in 2006 to 2007 school year, introduced EC members, presented HCCS objectives as well as school budget for 2007-2008 school year.

 

  1. Wei Guo briefly talked about several teaching related topics, including Ma Liping textbook, Award Reading activity, Parents on Duty, Teacher Training, as well as AP class.

 

  1. Cuiwei Zhao introduced PTA members, reports 2006-2007 PTA work, and proposed plans for events and activities in the new school year.

 

  1. Xiaoli Sun introduced BOD members, specially thanked the retirees from EC, PTA and BOD, and presented financial review of the past school year.

 

  1. Yan Guo announced the BOD election rules and procedures. Each candidate has 5 minutes for self introduction and answering questions.

 

  1. First Candidate: Xuli Fu gave a self introduction: has more than 10 years of non-profit organization management experiences, will work on budgetary issue, has government fund management experience, has connection in county government, improve HCCS to compete with other Chinese schools.

Q: what is the non-profit organization you mentioned? A: Chinese church.

Q: What is the biggest problem for our school? A: a. improve accounting and budget transparency; b. establish clear rules, such as policy for teacher’s bonus.

 

  1. Second Candidate: Gang Xu did a presentation on how to save money and tax for our parents by changing the way of our registration system (money donated to HCCS from parents can be tax deductible, and some companies provide match for the donation).

Q: What is your background? A: Vice president of Constellation Energy

Q: Do you want to change HCCS to a charity organization? A: no. HCCS is an organization to teach Chinese, it is a non political and non religious organization. It is more economic to run the school with donation proposed.

Q: Could we change our tuition receipt to donation receipt? A: Legally that is not appropriate. Anything we do must be legal.

 

  1. Third Candidate: Kevin Zhang talked two points: a. BOD members represent parents to support and supervise EC’s work. EC members are the people working on the front line. BOD should encourage their work from behind and provide them with the guidance, so that each person can play well their role. EC is responsible for the day to day operation of our school. b. For the public relation, we should promote AP class, and cooperate with companies to get their support

  1. Fourth Candidate: Guowei Zhang gave a brief self introduction, and talked two points: a. will represent parents and teachers; b, will spent more time on by law amendment.

Q: What do you think is the most important issue besides accounting issue? A: The current By Law is very old and too general, and has caused a lot of problems in the past.

Q: Is it too long to take half year to amend by law? A: I am not the person in charge. (Xiaoli Sun: It is a complex issue, we are working on it).

 

  1. Fifth Caididate: Qingye Zhou talked three points: a. I have the desire to work for parents, b. I have a lot of experiences in sales and marketing, which can be used for my work here as a BOD member. C. I have time to work for HCCS because my child has gone to college.

Q: What kind of sales do you do? A: Instrumentation marketing and sales in Boston and currently WR Grace bioseperation program manager.

Q: You donot have any kids here in HCCS, which is actually a hurdle for you, right? A: No. BOD’s responsibility is to establish the direction.
