HCCS Bylaw
Revision Plan
Objectives:
The main objective of this bylaw revision is to make sure that the bylaw meets HCCS’s rapid growth and helps improve school-wide efficiency. We want the new bylaw to be as clear and concise as possible and to be easy to understand and implement.
Committee:
The Bylaw Revision Committee consists of ZHANG Guowei
(Chair), MAO Jianping, CHENG Yang, ZHANG Bin, FU Xuli, CHEN Jingfei, LAO Lixing,
and ZHU Min. The committee will provide the guidelines to each individual working
group. The committee is also responsible for reviewing and submitting the
bylaw draft to HCCS BOD for an authorization before publishing.

Procedure:
The Bylaw Revision Committee is divided into 5 working groups: General Consultant, BOD Section, EC Section, PTA Section, and Finance Section. Each group is responsible for drafting the bylaw regarding their sections. Each member in the working groups works as an editor as well coordinates with the chief editor, ZHANG Guowei. The working groups are under the leadership and directions of the Bylaw Revision Committee.
Milestone: (tentative)
1. 11/15/07 ~ 12/15/07: Review existing documents and request for proposals. ZHANG Guowei will be available at school between 2:30 and 3:45 in or near Room N220. His phone number is 410-349-7021 in case you want to make an appointment. Anybody is welcome to present your proposals or concerns in person, or send emails to BOD with attention to ZHANG Guowei, or call the committee members.
2. 2/15/08 First draft for BOD to discuss
3. 3/15/08 Second draft to post for all parents, request for comments
4. 4/15/08 Third draft for BOD to review
5. 5/15/08 Final draft for BOD to approve as a submission document to all parent meeting, and release it to all parents.
6. 5/31/08: all parent meeting for review and approval.
